Does a person have the right to look after #1?
In some circumstances, yes if you are not harming anyone or committing a crime it should be fine.
If someone is breaking the law or harming someone/people than it would be a problem. The "street dwellers" should not have been stealing from a dead man (scrooge). Stealing his bedsheets is not something I think a dead man would take kingly to. Stealing form the dead is still a crime even if the person is deceased. Who knows? Maybe he will haunt you in his afterlife.

Scrooge Diary Entry
Bah Humbug. My all to merry nephew came to my counting house late in the eve. He came to wish me a merry Christmas. The tyke gave me a ploy about having to be "merry" on Christmas. I told him off with a “Bah Humbug” and continued my labors. Later in the eve my clerk asked for the day off on Christmas. He begged and I gave it to him, the ungrateful little soul he is, taking 15 shillings a day for very little work. Even later two finely dressed men came into my counting house asking for a donation to help feed families and provide them warmth on Christmas. I told them off with a “Bah Humbug” as well. This Christmas Eve I am liking myself more and more as the day putters along and I gain ever precious wealth.
